I read with interest “To keep on trucking, we need to move toward smarter and simpler regulation,” Greg Fulton’s guest editorial in the June 16th Colorado Statesman about regulation of small trucking companies. I thank him for contributing his thoughts and agree that business deserves smart regulation.
I also think government deserves recognition when it works with business to develop smart regulation. Mr. Fulton’s article seems to imply there are no examples of smart regulation.
In fact, there is a great example of the type of smart regulation that Mr. Fulton says we need. In the most recent session of the legislature, Sen. John Kefalas, D-Fort Collins, and I were prime sponsors of HB13-1091, providing owners of diesel fleets (small and large companies) with a streamlined process for emissions testing if they keep their trucks in top condition through exemplary maintenance. This new process keeps more trucks in service, which maximizes profits for the company, saves consumers money and improves air quality.
This legislation was the result of excellent efforts by Doug Decker at the Colorado Department of Public Health and Environment, who worked with fleet owners to develop better regulation of emissions testing for diesel fleets.
During the hearing before the House Transportation and Energy Committee, Mr. Fulton testified in support of this bill, as did Mike Adinolfe and Jay Ufer, who are both owners of trucking companies.
